problem with PluginArchitecture Install!

i use cacti in windowns 2003.

i use the pre-patched full files from the zip file, directly override the files already in my Cacti directory.and modify the config.php entering the db username and password. i use cacti url like htt://ip add/.

i can't see the pluginarchitecture opption.
there is not pluginarchitecture opption in my Realm Permissions.

i have lost some step?

Did you install a plugin?

The plugin arch doesnt give any options untill you actually install a plug in from what ive seen.
