No inital plugin directory - unable to install plugins

Hi all,

I've some problems to install plugins.
First of all I've read the Plugin install document on cactiusers.org.

But the instructions slightly differ with my cacti installation environment(0.8.6j).
1. I do not have an "plugins" directory even in the tarball archive.
2. I did not have an initial "$plugins = array();" statement in my "inlcude/config.php".
3. I do not have such a "plugin" (I don't know how it's called 'cause I do not have one) option in my Realm Permissions in the User Management section of cacti.

So that's what I did to install the plugin:
I created the plugins directory under the cacti directory and extracted copied the plugin into that directory. I added the $plugins = array(); and the $plugins[] = 'monitor'; statement into the include/config.php file but can't recognize any change on the surface.

Could somebody tell me what I've been doing wrong?

Sorry for scattering.
I'd have to patch cacti with the cacti-plugins-arch patch that can be found on cactiusers.org
