same graph issue, but without selinux enabled?

I have what appears to be the same issue as in this thread http://forums.cacti.net/about21273.html, but I do not have selinux enabled. I have two like systems, at different locations, that I upgraded to debian etch. Since that time, one of them doesn't show graphs in tree or zoom mode, but will show it when clicked on. When I try to view the tree mode in a separate window, I get this error message in the browser
