I am capturing DEBUGs of both good and bad maps.

more than 1 map doesn't cause issue, certain maps cause the issue. command line didn't work for either map. the new GRAPH TEMPLATE appears to apply traffic_out data to both the incoming and outgoing items resulting in a graph indicating the incoming and outgoing are exactly the same.
