When SNMP daemon starts, any error message is logged in C:\usr\log.
In my case, I resolved timeout problem by
1) Creating snmpd.conf file using snmpconf -g basic_setup
2) moving the snmpd.conf file from C:\usr\share\snmp to c:\usr\etc\snmp
