On Linux CentOS I followed the steps in link below a few days ago:
http://www.cacti.net/downloads/docs/html/upgrade.html

I Updated with zero problems to v0.8.7.i.

I cannot tell if there are any unstable releases here. I am a humble mortal user only.

The above still did not work for me on CentOS 5.4.

Errors re aclocal and libtoolz appeared with ./bootstrap.

This solved it for me.
yum install automake
yum install libtool

Now you can run the ./bootstrap as suggested above.

No real idea what I am doing. this worked for me:

./configure ==> failed, right.
./boostrap ==> also fail.

Do this, from elsewhere on the web, {thank you to those}:
yum install libtool
yum install gcc gcc-c++ autoconf automake

now you should be able to:
./configure
make

Dear Sir, From the documentation I can see 300 seconds is the default. What is the shortest possible time Cacti can poll devices?
