I did try to increase the threads to 3, it got a couple of seconds faster but i experienced result loss for some reason (gaps in graphs to stable hosts). Thanks for the reply :) After going through your installation guide again I noticed I had the Cygwin dll's two places, main installation and from the RRDTool Cygwin zip so I renamed all the ddl's in the Cacti folder.
