I had that problem when the path for the php binary file was wrong in the config.php file. Make sure that config.php is setup properly - including the mysql cacti db name, host name (localhost) login and password. Also try executing: php from the command line and see what happens - report back after...

That was the 2nd password I tried. The first was "password". Everyone always defaults to admin/admin for the first login on everything. Sometimes admin/password.
