Hi, As of 31st August 2011, I too cannot access the www.network-weathermap.com wesbite, from UK (at work and at home) The IP resolves OK to 212.21.100.87 but even browsing to http://212.21.100.87/ does not seem to work. Don;t know if it is the same problem - but please see my post regarding simular issues:

It could be to do with php version problem - what php version do you have - php version on command line and on apache.

Yes - I tried that - I changed the cacti settings to use cmd.php but I get the same result when I run poller.php manually - not log outat all, even though log level has been set to MEDIUM, HIGH or DEBUG.
