I may be wrong on the directory; /var/lib/cacti is where the rra folder is. /usr/local/share/cacti/ contains the plugins, resource, and scripts sub-directories; also, /usr/share/cacti contains the cli, resource, and site sub-directories. Just wanted to say I tried to follow the post you listed, but I couldn't get the permissions correct for www-data (or didn't know where exactly they needed to be applied)....I was able to correct the issue by running the cron job as root.
