I tried it both ways, but it should work even without a host. I have another Cacti server which works fine. I just don't know if it's a permission issue on a directory or something else. I uninstalled/reinstalled Cacti on the trouble machine, but the data sources listed under "Data Sources"...

Graph Items: Data Source Dropdown list is empty

Problem resolved. Not sure what I did differently, but I restarted apache2 and chowned everything again to www-data: chown www-data:www-data rra chown www-data:www-data rra/ chown www-data:www-data log chown www-data:www-data log/ And it started working.
