i had the same problem
thanks to my friend cyril who fixed it :
in php.ini, you should have :
register_globals = On (it was Off before)
it worked that way

I successfully installed catci/rrdtools on a French Win 2K Pro + SP3 box
I will rewrite the windows installation as some things need to be clarified.
