I would highly suggest you dump that version and go with the 1.2.30 win32 build instead, which resides on one of the Windows rrdtool download mirror sites. I've solved the problem by re-installing ActivePearl 5.8 and rrdtools 1.2.15 but I can't get it to work, now there is an error:
Error: RRDs::graph failed, Cannot parse DS in 'DEF:in=z:/RRDTest2/192.168.0.1_1.rrd:ds0:AVERAGE'

I've been trying to install RRDTool for Windows with no success. I've installed: 'RRDs' version 1.2015 ActivePerl 5.8.8.817.
