If not try to see in /etc/httpd/conf.d/cacti.conf if a directive like this exist: allow from 127.0.0.1 In this case you can only connect from the server you're on, if you want to connect from another one, add temporarily allow from...

for my case it was the poller: cmd.php now named poller.php i had to put the new name in crontab.
