I ended up just applying the patch using the pre-patched files manually, rather than using the diff to patch the files.

Changed the LAST and MAX both to AVERAGE and it graphs fine. Attachments show before the change and after the change.

From everything I can see Nagios host (localhost) matches the Cacti host (localhost), I just can't seem to get past this.
