I've same problem with Thold 1.6 and Cacti 1.2.19

I think you have some problem in crontab.
Please check by run your crontab commands by manual.
Because i dont you create user and howto set permision.

Please check some script file: example: /cacti/script_server.php
Your log show some script error, so i think it is cause to cannot get data of Server.
Backup file script, and change it to try.

I've tested:
When node down, sound alert by monitor.
But when Thold over Alert threshold. The client doesnot sound, only change color of node (on monitor tab).
My Cacti is newest versioon.
Thold; 1.4
Monitor; 2.3.6

My way:
When import cacti sql backup, then...
Then when you access Web the first, i choose Upgrade from ... instead of New install.
==> Everithing OK
