I have moved to a different team, but I believe we did in the end get Cacti to monitor the system. But I think we have a script outside of cacti that helps setup cacti to do the monitoring. I'll forward this to the guy who currently maintains the system.

No, I didn't. Thats why I noted it being a "possible" bug.
Last time I looked at the lastest release (which I think was G), the plugin arch was all broken.

This isn't part of a template. This is in the php code that generates the page which allows you to create new graphs.
