This issue and fix applies to Linux aswell. Not specific for Windows.

I solved this by adding my timezone in php.ini.

date.timezone = Continent/Capital
ex date.timezone = Europe/Stockholm

I have been trying to set up cacti under Archlinux for a few hours. On my Ubuntu-server it works like a charm. In Ubuntu i solved this by purging cacti and installed it again. Be sure to choose the correct httpd (apache2)

apt-get purge cacti
rm /etc/cacti -rf
rm /usr/share/cacti -rf
apt-get install cacti (choose apache2)
