How interpreting the value of the time? at cacti log file?

Hi, could you help to interpreting a time value on a cacti log file?

for example SYSTEM STATS: 38.7881
how calculated this value in seconds?

This server have 2GB on RAM, at php.ini change to memory_limit = 512M max_execution_time = 120 max_input_time = 120 then i try to repair the cacti database and get all ok but, still no have any new graph. no graph any more. but get this other error then to change this values:
