Looks like I managed to patch cacti to the newest version but there's some problems installing plugin architecture. I used cygwin and didn't give information about installation. You obviously didn't read the instructions given in the installer. On it's final installation page AND inside the post-installation guide (you followed that, right?), are the passwords for cacti/mysql. I used windows full installer and now I have few question. I have to use http://localhost/cacti/ when I want to setup cacti. Is it normal or did I mess something?
