Solved
Finally figured it out. Started chasing dates and times through the system. Logs were showing an hour ahead of system time. Graphs were showing an hour behind system time. php 5.2.0: php.ini will not honor date.timezone = GMT/GMT0/GMT+0/GMT-0. I had to use the string value of UTC to get it to work.

This is really strange. The data is either being plotted an hour after it's been collected, or it's being plotted an hour late. The server is running in GMT. This screen shot was taken at 23:45 GMT right after an update and refresh.

Graphs won't update
All the graphs stopped updating at the same time. The only thing I can find is an error in the debug out that the host did not respond to SNMP. There's only 1 host. The local host. I found this in the log. You probably already know about it, but... cacti beta installer, rolled back to php 5.2.0. First I rebooted the system to insure that it really was the php bug and not a permissions error. Graphs worked again after reboot. So it was the ISAPI bug. Actually, I tried rolling back to 5.2.0 with the beta installer set. It didn't work. The poller hangs and never finishes it's process.
Per BSOD2600's post, cacti doesn't like PHP 5.2.0.
