Solved. The default install is the "simple view" under view. That was the issue, when changing to "advanced view" it displays the computing preferences page.

I use to just pick old machines and run them 100% dedicated, in the last year researched building a dedicated high end machine optimized for just DC but may do stacking of raspberry Pi unless I can find a deal on a 16 core machine and time share it for personal use.
