A thought has occurred to me. How many threads are you running ? Perhaps cutting threads one by one may shed a little more light on the problem.
Another thought is it may be related to heat problem, but I think that is unlikely.
Another thought is a memory logjam which may stress a cpu looking for temporary storage space, but this also seems unlikely.

I appreciate the thought put into my issue. 2 core 2 threads on this machine. Heat may be an issue as it does seem like the cpu is throttling but it has never been an issue ever. Thinking it may have been an issue when it first started, I ran it at 100% cpu for 15 minutes and couldn't get it to suspend even once. I even opened 10 windows and played a movie and it ran fine. So far I can't find any connection as to why it starts or why it suspends at different lengths.

Something new I've never seen before under status is "Postponed: Waiting to acquire slot directory lock" This happened at 95% completion of 1 WU then started another WU. This seems more and more like a system issue and not my pc.

Never did find the reason why it repeatedly showed "cpu is busy" but it seems to have gone away for whatever reason. Glad its fixed but something was wrong there for a few days.
