Work allocation algorithm.

In the grand scheme of things this is not a big issue but I notice that when there is new work available, I get nearly all _0 and _1 tasks yet during a recent dearth of new work, I never ran out of work getting plenty of _2 and _3 resends. If there are that many resends available when there are no new tasks, what happens to them when there re new tasks? How does the algorithm work? Some other projects there is always a significant proportion of resends in what I get even when new tasks are available.
