"SSL Connect Error" BOINC 7.20.2 for Windows 10 22H2

I updated my BOINC/BOINC Manager from the 7.16.x branch to the latest July 2022 release 7.20.2.

I'm trying to connect to WCG to test it, but I'm getting network connectivity errors. I've verified that the app is allowed in Windows Firewall and Glasswire Firewall, since I'm able to remotely connect and manage one of my Linux BOINC/WCG hosts running BOINC 7.14.2 on Debian 10 oldstable.

Same error on both Windows 10 Pro 22H2 boxes that have been upgraded to BOINC 7.20.2. Thoughts? Note: The Debian box is able to successfully connect to WCG and download results and upload results like usual.

I have not yet updated any of my Windows 10 hosts to 22H2 (one might happen tonight, though I am contemplating if I actually upgrade that one to Windows 11 instead) and all of them work just fine.
I would suspect a local issue on your hosts (incl. the possibility that this is a 22H2 f'up). Neither has either Linux hosts any issue (one is i5 running Linux Mint 21 Mate, and one RPi4+ running a bit older version of Rasbian)....

Currently there are several issues with site slowness and WUs downloads not successful every time. Your ssl connection problem may be another consequence of these issues.
Personally I have been using Boinc 7.20.2 on Windows for some time with the address "https://www.worldcommunitygrid.org/", but I logged in when everything was fine.

I'm running BOINC 7.20.2 on Windows 11, and haven't had any errors like this, so I think it's something to do with your machine's configuration.

I found this Windows 11 22H2 known issue on TLS handshakes failing, but it only states that it also affects Windows 10 21H1, 21H2, but it doesn't list 22H2 (but it might).

Microsoft has received reports that after installing KB5018427, some types of SSL (Secure Sockets Layer) and TLS (Transport Layer Security) connections might have handshake failures.


When I check the Windows 10 22H2 Known Issues list, I don't see anything related to TLS handshakes.

I could probably fire up Wireshark and do a packet capture to see why BOINC 7.20.2 is failing to connect to WCG or even the reference site. I've already ruled out Windows Firewall, Glasswire firewall on the host and ruled out any router/firewall issue, since the Linux box can connect fine.

Edited to Add: Wireshark is failing to packet capture on one machine, so there goes that idea for now. Might try the other machine.

Still no solution. Anyone else getting this or have any ideas on where to start troubleshooting? I can use BOINC Manager on Win10 Pro 22H2 to connect to a Linux box to manage, so it has network connectivity within my LAN. It just keeps getting an "SSL Connect Error," even to the "reference website" -- which I believe is https://google.com in BOINC.

I don't use Glasswire, but I have no issues at all under W10 22H2 and 7.20.2. I upgraded just now from 7.16.2 to test this.
