confused Relatively recent laptop - what CPU% and CPU_time% do you suggest?

CPU: Intel Core i5 3337U (2 cores -> 4 threads)
RAM: 6GB DDR3
Graphics: Intel HD Graphics 4000

By the way, how does your opinion change when we're getting into more recent laptops, be them Core i3s, Core i5s or Core i7s?

I set mine to the max (ie. 100% and 100% CPU_time). You can always dial it back if there are problems.

I always go with 100% on both.
I think it has been suggested to set the windows power plan max processor frequency to 99% as that helps reduce temperatures. I could be wrong, not really sure.

I set mine on 75% of cpus and 100% cpu usage..

Also, on lap tops I stick larger ( taller ) feel on them to increase air flow and cooling....
