I set mine to the max (ie. 100% and 100% CPU_time). You can always dial it back if there are problems.

I always go with 100% on both.
----------------------------------------I think it has been suggested to set the windows power plan max processor frequency to 99% as that helps reduce temperatures. I set mine on 75% of cpus and 100% cpu usage..

Also, on lap tops I stick larger ( taller ) feel on them to increase air flow and cooling....
