Add a "Report broken WCG button to the site

Sometimes at the weekends WCH falls over and work stops flowing. There is no means for this to be communicated to the Techs, and it relies solely on automated warnings, which don't necessarily pick up on everything.

Could a button be added somewhere that if clicked by more than "x" different users in "y" minutes it triggered an alert to go to the on call tech warning of a possible problem?
