When I had "Please opt me in to new projects as they become available checked in" but when "Africa Rainfall Project" came around WCG didn't checked it in. Isn't that what suppoed to do is check in new projects when available?

Yes it does work but due to the unique requirements of ARP you must manually opt-in for this one.
