After more than 3 weeks...Still no luck in getting BOINC running on my system. Can't uninstall or install. Same error...THE FEATURE YOU ARE TRYING TO USE IS ON A NETWORK RESOURCE THAT IS UNAVAILABLE...ERROR 1706.

That sounds like you ran the installer in place rather than downloading it to your local machine and then running it.
Does downloading another version of the installer and running it locally help?
