confused Boinc not running at 100/100%, despite me telling it to

Have a spare 100% 24/7 laptop (which keeps at surprisingly stable temperatures) that is ignoring my Manager settings. I currently have the manager set to 100% of CPUs (2 cores/4 threads) and 100% of CPU time. However (in Windows task manager), instead of showing 25% for each task (as it would if it really were running at 100%), it shows ~11.5, which is about 50% of time per task rather than 100%. Is there a reason why it's ignoring these settings? Task Manager

(EDIT: 1 more thing that's interesting is that when I first started using boinc, I thought that setting it to 50% would run at a constant stream of 50% rather than 1 on and 1 off. Here, it seems to be doing just that! Funny...)

If you could post a task manager shot under processes, this may tell us what else is using your cpu cycles.

Windows 10? What's the CPU cycles telling you in that screenshot? Running at about 1.18 instead of the stock speed of 2.5 which it says it would top right? That's your answer!

Um... I'm not sure what you're trying to say, because 49<100, and 2.5 GHz > 1.18 GHz. It never says the CPU frequency is 1.18. As for Sgt. Joe:

I was saying that it only runs at 50% cpu time instead of 100... or so I though until now. Under the processes tab, it only shows half, but under details, it shows each holds about 24-25%. It's showing different values which I am confused about. AND BEFORE YOU SAY ANYTHING: Yes it says Prime Grid but I suspended all but WCG and it did the exact same thing. half under processes, full under details.

Edit: 2.5 is less than 1.18. AMAZING math skills on my part 👌

Look a little bit closer at your first picture of task manager.

because 49<100, and 2.5 GHz < 1.18 GHz.

I don't know about your arithmetic but where I come from 2.5 is greater than 1.18. Also looking doing a little more arithmetic, 1.18 is exactly 47.2% of 2.5, which means your system is operating at less than half of its potential. However, if run at 2.5ghz the laptop might be prone to overheating ( a common problem with some laptops due to inadequate fan capacity or airflow.) Hope this helps in explaining what you are seeing.

Windows 10?

It actually says your device ran at 1.18 in 2 places, left top & left bottom. This is the idiosyncrasy of how MY W10 reports performance under full load, relative to the standard rating of the CPU, which is 3.4, but I've set it down to 2.8 because with the ambient it would otherwise run too hot, so MY TM reports an unwavering 82%.
