confused Why are tasks running outside preferred hours?

In preferences, under processor usage, I have Computing allowed:

Every day between hours of 22:00 and 05:00

Yet, at 20:09, I have four active tasks. Is there something else I have to set in order for this control to work?

So, I have to disable things manually, and then weeks can go by before I remember to re-enable activity. It seems a shame to have a system with 4 cores (8 threads) @ 3.4GHz and not to keep it busy. I think I pushed the CPU to 8% once...

In Boinc Manager go to the Activity Tab and click on "Run based on preferences."
