Cannot get cpu usage higher than 80% (on CentOS)

I installed boinc on 2 linux server and my MBP

1. On the 1st server, it's installed with "Default" profile, and it runs at 100% cpu time.
2. When installing on my MBP, I created "home" profile, and it runs under my specified cpu time limit.
3. After installing on the 2nd server, I found it was using the "home" profile, so I switched it back to "Default" profile, and even re-attached it to WCG. But in "top" command, it's utilizing only 75%-80% cpu time.

I'm wondering why it can never use 100% cpu time again. What can I do to raise it?

I've checked global_prefs.xml, <cpu_usage_limit> is 100.0

After you log in go to "Settings." Then for the selected machine click on the profile for that machine, in your case "Default." Then select "Custom Profile." Scroll down to "Advanced Options." Here will be a section labeled "Processor Usage." Under this section there is a setting for "Suspend work if CPU usage is above % of cpu."
Set this to 0(zero). The zero means there is no restriction on processor usage enforced and it should run at 100%.
