Set your WCG project to No New Tasks. That will cause them to Report....

Adding my bit of info:

I only just now noticed this problem, affecting 1 of 8 running devices.
BOINC 7.2.28 x64 service install, Win 7 Pro SP1 x64. Project mix: 2 threads MCM only. (+6 threads FAAH under Linux in a VM).

Info that no-one else has reported:
First I shut down & started just BOINC manager, which did not help.
Next was to restart the BOINC service:
Admin Tools > Services showed only a "Start" option for BOINC. Stop and Restart options were missing, but Task Manager clearly showed that boinc.exe plus MCM tasks were running.

I clicked "Start". The "Attempting to start ..." popup showed slow progress, then timed out with a message that BOINC was not responding properly.
I killed boinc.exe using Task Manager, and was then able to start BOINC using Services, and the Stop & Restart options appeared as per normal.
Still have the "no close tag" problem though.

The xml files will be on knreed's carrier pigeon's leg shortly.

I have the same problem on one of my machines, going to e-mail those files.

EDIT:
It seems the scheduler reply xml file is broken in the middle. For me its size is 0x43E8 or 0x47E8. This leads me to think there's some packet handling issue (difference is 1024 bytes) and the file is either not sent as whole, or not received properly.

The Techs are working on the problem...the only known CERTAIN way to fix is outlined right after the start......detach, uninstall, delete everything to do with boinc on your PC, all files all data all folders. Install Boinc, attach to WCG!

Of course a client restart is needed for some cc_config.xml <options> flags to take effect. A read in does not effectuate them all.

If the file has a missing tag pair like for <scheduler_reply> there has to be a matching </scheduler_reply>
, you can find on which the file cut short... the nearest opening tag that has no closing tag.

Back when this was first found [2012] with a client prior to 7.0.30 it seemed time out related and IIRC was only being experienced by a few of all BOINC projects on the globe [knreed posted their names]. Since then server side WCG moved onto server v 701 [prints in my logs], but that is already 6-12 months back.

I don't think this is client time-out related, otherwise the error would be different (gzip decompress related). Seems to be rather a server-side issue.
