I don't think so.
Maybe the techs could do it, but I doubt it.

That would open up doors, you'd like to keep thoroughly shut. Balance transfers are no where possible in BOINC world. Don't expect that to ever be facilitated... [this in fact could lead to some individuals seeking to hijack [dormant] accounts, then merge them to look better... not a first time this was attempted].
