BOINC Manager's count of suspended tasks can get out-of-sync

The situation can arise where the BOINC client won't fetch new work, with the message in the Event Log:
> Not requesting tasks: some task is suspended via Manager
when no tasks are shown in the BOINC Manager Tasks tab as suspended.
The condition can be resolved by restarting the BOINC service.

Error noticed in Windows clients versions 7.0.64 (x86) and 7.2.28 (x86) Service installs, under Windows 7 SP1 x64.

This error has occurred with WUs from the CEP2 project, and details of one occurrence are reported in the CEP2 Forum here: Error 0xe7 (= exit code 231 decimal) - new to me

It is possible that situations other than the one described could lead to this condition.

I have found that

is resolved the next time BM requests work - either a scheduled request or by forcing a manual update.
