Captainjack, there are specific cases with heatsinks that will allow for fanless operation of processors. A buddy of mine has such a fanless system using a 3770K and I don't think it gets over 60-65oC during normal usage for him. However, he isn't maxing out the CPU cores 24/7 either.

Frankly, I'd be more inclined to get a 4770K with a Socket 1150 mITX board and stick it in a mITX case. The TDP of the 4770K is only 84W, and there are only a couple of fans(usually 2-3) in the case. You could even fit a graphics card in if you wanted. And you wouldn't be limited by the BGA format of 4770R chips when you wanted to upgrade.
