It was set to 9. I presume that was a default because I don't remember setting it.

Nope:

1) CEP2 is opt-in, always.
2) Default is 1, so if a member opts-in, no bottoms burning will occur.

The picklist even tells what default is, 1.

Probably you did it when you were e.g. balancing a mixed crunch. I did before 7.0.40. Now I just set a number high enough that the oldest buffered is always a CEP2 and use app_config.xml to control the <max_concurrent> for this science.
