After Installing BOINC on new pc Windows 7, I tried to connect to the World Community grid account manager and received the following errors:

Hi,
Detach from WCG and this time do Tools > Add Project instead of add account manager. |

I did that and it took me to the My Projects. I saved that. I went to the devices listed under my ID and the new machine does not show up. I guess I was not clear on what I was trying to accomplish. I am trying to add my new PC to my device list.

The place to add the project [WCG as a whole] you do in the BOINC Manager. The WCG individual sciences you select in My Projects or in th Device Manager > Device Profiles. Device Manager is where new devices show immediately. Device Statistics show when there is actual work returned and validated, which can take several days if the quorum is slow to be completed by the wingman.
