HCC Temporary Slowdown

We have slowed the Help Conquer Cancer project to half speed at the request of the researchers. They are working to fix up their storage array on their side.

HCC only devices should still get work when they request it. Slowing it down to half speed mainly affects members who have more than one project selected.

I am about to switch back over to this project after one I am on now is about to hit it's goal.. :) may do a partial switch early as tomorrow... hope I can get some WU flow..
