Therefore our current estimate is that this project will be up and running again by the end of November, hopefully earlier.
Would have been helpful to crunchers if HCMD2 had been moved into the Intermittent category back in August, rather than remaining in the Active list.

Since I am neither the project manager nor the IT infrastructure manager, I would avoid to judge the current situation.
I agree with you, that some difficulties could be avoided in advance with a reasonable planning. Anyway, I don't know how the constraints (including financial and decision process) are.
In order to spare some work and bandwidth, I would like to recommend at this place to perform a "sport shoes" data transfer (copying the data to a NAS and bringing the NAS from Canada to Lyon or Paris by plane). It will make possible to win time and to limit strongly WAN load.
In the past, I already did so by critical and large off-line data transfer.
