Really Basic Question

Having just started here at WCG today I am sure there are a lot of things to learn. I did a quick scan of the FAQ but nothing jumped out at me which would relate to this question.

With a minimum quorum of 15 required and a replication factor of 19, how does the project handle it when enough users get an error that a quorum of 15 is not possible with only 19 tasks having been issued - but - some users have processed the task without issue and are in a "Pending Validation" state?

For example, I am looking at a task where three users have processed successfully and are "Pending Validation" and six users went into an error state (with almost no CPU time expended)

For each unit that goes into error another one is generated. (Up to a certain limit.) In this way, there will always be enough tasks for a validation.
