There are AWOL captains, don't ask me how that can be but there are, maybe on a longer sabbatical, and team members lamenting that some do not respond to polling by team members via the Team Mail connection asking for admin intervention, which of course should be held to the absolute minimum. How serious this "problem" is I do not know, but it occurred to me that if a team is active, team members might be given a challenge page voting right. Then on the Team page a list would appear of challenges that team members would like to participate in and the vote count and once the number for instance has hit 5, or a X number of active members (those with recent results **), the enrollment is automatically effectuated, which is then confirmed by some indicator behind the votes on the team statistics page, challenge section.

** Active members of course as you'd not want things to happen like bogus name creations, joining teams so one person could vote a team in without some form of consensus.

Don't aye or nay if it's not an issue to your team to get into challenges... don't speak up either if it's just 'nice to have'. It must be a worthwhile programming effort, reasonably doable and of course, should have a broader appeal to increase challenge participation and add to the buzz around the BOINCosphere.
