Thank you for your reply as it suggests a more local problem.

I have shutdown and restarted my PC and ADSL router already.

I still have intermittent problems. Sometimes it works, sometimes it doesn't. However I managed to download new workunits over the course of the past hours. I just manually retried a few times and eventually I got through. Sounds a lot like the problem is still there.

Now I made manual updates without any problems, the speed was fine. Could it be a local problem?

I still have no upload or download success. My PC and router have been off all afternoon as there is nothing to process.
Some further information:
1) According to Process Hacker both the upload and project update try to contact 198.18.1.5 on port 443 - the only status seen is SynSent.
2) According to Process Hacker boinc.exe has connections to 129.42.58.218 and 198.20.8.246
3) I have even tried with the Zonealarm firewall closed down.
4) I also noted the following which I have rarely seen:

Hmm, AFAIK this isn't the correct ip, it should have been trying 198.20.8.246 instead...

You should try re-booting your computer & your router (and any other things like modem or something), and see if this solves your problem.

The PC and router/ADSL modem have been shutdown completely twice since this problem started.
Where does my PC get the WCG server URL or IP address from?

Hello WCG

At 2010.05.23Su.0337.UTC, I was able to successfully effect the upload of done WUs (11-HPF2_v6.17) and subsequently download new WUs (11-HPF2_v6.17). Thus, as far as the WU upload-download process with the WCG servers is concerned, I have no current problems.

As far as the execution of the HPF2 WUs on my machine is concerned, thus far, I also have no problems.

All lights are flashing green here on my side. It is indeed a...

I now have upload and download working again but I do not understand how or why.
The shutdown of the PC and ADSL modem/router did not solve it.
Being lazy I decided to stop and start the boinc.exe service instead of a further reboot. This left two boincmgr.exe running and I could not see what was happening. I stopped the boinc.exe service again and killed both boincmgr.exe processes. I started the boinc.exe service again. I noticed that it had a connection to grid,worldcommunitygrid.org on 198.20.8.241 using port 443 and saw an upload succeed in stdoutdae.txt. I started boincmgr.exe myself and manually initiated the uploads. Meanwhile 5 downloads also occurred.
As a check I have shutdown and started my PC and used update project to confirm it stll works.
I will ask the rhetorical question why is stop/start of a service different from a shutdown/start of the PC which must involve a stop/start of a service.
I am happy for this thread to be marked as resolved.
