In case you consider to give it another go, here's a link to an instruction how to do a full BOINC post-uninstall cleanup, which allows for the ultimate fresh install.

When reinstalling note the below screenshot, where the second option for the data_dir, here C:\ProgramData\BOINC would need to be changed in your case to F:\Data\BOINC.



It's not unthinkable the migration caused other non-BOINC related files to copied to the new location, causing the situation to persist to have more than the 15Gb space in use. A temporary workaround would have been to increase the disk-space setting to e.g. 25Gb to get going, then clear out any files not belonging to BOINC or the projects.
