That indicates that it's something to do with your particular set-up... Now, as to whether it's to do with the settings on your Device Profiles settings or the version of BOINC you're running, I can't tell with the info you've provided...

Firstly, is WCG the only BOINC project you're running?
Secondly, in your Device Profile settings, what have you got set for 'Cache n.n extra days of work'?
Thirdly, have you currently got any WU's waiting on your BOINC session "Ready to start", "Waiting to run", "Task suspended by user" or "Running, high priority"? (the latter two, will automatically prevent work from being downloaded, whilst the former two may be the reason why your buffer is full)

WCG 100% resource share
Only WU currently downloaded is "running, high priority". No spare WUs in download cache.
Device profile - Default - If I increase the cache in profile settings, it still doesn't increase my WUs in cache client.

This means that BOINC is using the cache settings on your local machine and not from the website. You can switch back to using the website by clicking the Clear button on your local preferences. BOINC will not download any new WUs while it is running in High Priority. How long has the HCMD2 WU been running and how much time does it say it has left?

Hello pcwr,
running, high priority

That means that BOINC thinks that you will not finish before the deadline, so it will not ask for any more work. The reason is that the information stored in your XML files is messed up and thinks that your CPU is very slow. To fix it, just let it run for several days. It will keep adjusting the XML files to show a faster CPU as you return finished ork units. Just let it alone and don't worry. (Or search for XML and follow the complicated instructions to fix things yourself.) Also, why cache more than a day ahead?
