I just changed my WCG resource share from 1000 to 5, and saved the change. Yet when my BOINC clients connect, the change is not migrating to the client. It remains at 1000. This is across all my clients. I went back to the profile to double check that the change was saved, and yes, it shows as 5.

FYI, I found a work-around. Change something else, such as "Switch between applications every" to a different value. Then update your BOINC client. That seems to force an update, which includes the new resource share. Then you can change the value back, and update your BOINC client again.
