I can go to https://secure.worldcommunitygrid.org/reg/ms/...dBoinc.do?newMember=false and click the download button, but it takes forever and won't start the download.

Possibly some blocking of javascript (I use Noscript in Firefox to allow 'trusted' sites temporary or permanent running rights). Here the 3 links for 5.10.45 as you don't tell which operating system:
