From what I have read, this is mostly a hot-headed argumentative quarrel. This is like a TV show where one person shouts: 'You'd never dare!' In rebuttal, the other party to the quarrel pulls out a gun and - - dares. The original cause of the quarrel is pretty unimportant. Emotions are in control.

According to DNA studies, the mitochondrial variability of whale species show that minke whale numbers are currently over 50% of their pre-hunting size and are rapidly returning to normal. However, the larger whales are still very sparse and need to be protected. The sensible thing would be to allow countries demanding whale hunts to have a reasonable quota of minke whales that will still allow for population increase. This would be the smart way to compromise.

Soviet whaling

This is an interesting 9-page article about Soviet whaling ( http://spo.nmfs.noaa.gov/mfr711/mfr7114.pdf ). Apparently they ignored the whaling quotas after 1947, taking several hundred thousand whales from protected species or above the legal quota. It makes the Japanese, Norwegians and Icelanders look like ardent conservationists.
