BOINC Agent uses between 126 and 180 MB of RAM. Isn't it possible to use much less memory?

That's what is supposed to happen.
The memory usage isn't BOINC, but the science application provided by World Community Grid. Different projects use different amounts of memory. |

WCG always tries to limited the RAM use as much as possible if only to make these grid projects accessible to the maximum numbers of volunteers, even on semi-old PC's like W98SE. Use of RAM is project dependent. e.g. HCC is presently the lowest with needs of 40-60mb only during most of the total task time.
----------------------------------------There are a few settings to cap the RAM use during uses/work versus idle in BOINC versions 5.8 and up. Capping that memory use will result in jobs reverting to 'waiting for memory' when the preferences are set low for the 'use' period.
