UN climate talks in Vienna end with broad pledges, wobbly language, Sept 3, 2007
VIENNA (AFP) - Parties to the UN's Kyoto Protocol wound up troubled talks here Friday with broad pledges but weak language to reduce greenhouse-gas emissions blamed for global warming.

Non-governmental organisations (NGOs) still said they were generally satisfied with the outcome of the week-long talks, which were organised by the United Nations Framework Convention on Climate Change and preceded a major conference the UNFCCC will hold with its 191 member states in Bali, Indonesia in December.

After hours of talks, the parties to the Kyoto Protocol finally agreed late Friday to recognise the need for industrialized countries to reduce greenhouse gas emissions by 25-40 percent by 2020 compared to 1990 levels.

What is agreed in a convention stays the necessity to the reduce of greenhouse gas emissions, "still now". It shows that it's very hard to get the consensus of climate change in a convention, even though the report by ICCC is available as the latest facts of the issue.

"The tragedy of commons" rules.
